The water flow takes many minutes to even out, sometimes I'd leave it running for 5-10 minutes to see if it was stable. Can't dam up a slow and small river and expect it to power a large dam - It'll just drain the entire resevoir in minutes and stop producing power altogether. Solutions - Place a dam that isn't so tall. Place a dam on a fast flowing river.
